I think you answered your own question. Charity is voluntary. Government programs that take from people against their will and give to people telling them they are entitled to that money are not. One is freely given. The other is taken by force or through Robbery.
If I have a choice to give someone the shirt off my back or give someone the shirt off someone elses back, which actually contributes to society? Am I justified in stealing simply because I think I am using the item/money better than someone else would? And where in the Constitution are we authorized to Rob one group of people to pay another group?
Problems with it:
1) It hurts industry. It convinces people that they deserve something without work. That's a lie. Everyone needs to work. Otherwise, there quickly becomes problems.
2) Outsourcing our "charity" to the government creates people who think that is all the need to do to help their fellow man. Look at Ebeneezer Scrooge before he was visited by the ghosts. He thought the government programs were all he needed to support.
3) Building on 2, outsourcing "charity" to the government does not create the brotherly love charity is supposed to create between the giver and the reciever. The giver either doesn't realize it's given or feels resentful that it's forced from them. The reciever is ungrateful and doesn't appreciate the labor the other person went through to provide for them. While personal charity uplifts both parties, so called public charity eliminates the uplifting experience.
4) Instead of being responsible stewards, we have politicians whoring out the time, labor, and energy of the people to the people who show them the most support. Our politicians glut themselves on our efforts and we are all economically, worse off. The dependent people remain slaves to the politicians, the rest are unable to break the power base. It leads to tyranny.
